An Analysis of the Structure of Electricity and Heat Supply Subsidies in the Arctic Zone of the Republic of Sakha (Yakutia)
Ensuring uninterrupted and high-quality power supply to the Arctic and Northern territories of the Republic is of high social importance, as well as a priority for the development of these territories. Supply of consumers of Northern territories with electric and heat energy is provided by decentralized systems based on diesel power plants and boiler houses of medium and low power. The existing natural-climatic, geographical and logistic features of the considered territories cause high economic costs for fuel and energy supply.In accordance with the current legislation in the field of tariff formation in the electric power industry in the area of the guaranteeing supplier, uniform tariffs for electricity are established regardless of the source of generation. Tariffs for heat energy are set by the Republican tariff service for a certain territory. The article presents a comparative analysis of the established and economically justified tariffs for electricity and heat in the Northern regions of the Republic, an assessment of the volume of consumer subsidies, allocated settlements, districts with the highest specific indicator of subsidies. © 2019 IEEE.
