Paper deals with the conditions for the development of the power industry as a large part of material production interrelated practically with all other branches of the national economy. The so-called system approach is promising for the optimization of the power economy with an integrated structure, which contains a lot of inner and outer connections. Economic-mathematic models of ″optimization″ and ″estimating″ types are proposed for the optimization of the power industry. The description of each type and recommendations concerning their application are given. The report gives an account of the criterion of optimum energy development used in the USSR.
