In order to further reduce the rate of abandonment of wind and light and improve the operation economy of the Regional Integrated Energy System (RIES), this paper proposes a bi-level optimization scheduling model of RIES with consideration of electric vehicle (EV) charging. Firstly, according to the analysis of the EV charging characteristics, the disordered charging model based on Monte Carlo and the orderly charging model based on Time-of-Use (TOU) electricity price are established. Then, considering the uncertainty of wind and photovoltaic power, as well as the flexibility of EV charging, the bi-level optimization scheduling model is adopted to reduce the carbon transaction cost and to improve the utilization rate of renewable energy. Finally, verified by the wind-solar hydrogen storage regional integrated energy system, the simulation results indicate that: the proposed bi-level optimization scheduling model has the characteristics of high wind and solar utilization, low carbon transaction costs, and good economic effects. © 2022 IEEE.
