The economic risk due to delayed large-scale startup of NPPs with fast reactors is studied. The quantitative measures of risk are the overpayments for the development of power-generation and the admissibility of the variants studied, variants differing by the levels of energy consumption, technical-economic indicators of the technologies and global limitations on the greenhouse gas emissions. Nuclear power is regarded within the fuel and energy complex of Russia, which, in turn is viewed against the global power generation comprising the background. The costs were determined from mathematical modeling using the Global Energy Model (GEM), and subjective probabilities given by experts were used to determine the possibilities of different variants.
