November 17, 2015
In 2015 Energy Systems Institute SB RAS jointly with the Ministry of Foreign Affairs of Russia and Ministry of Energy of Russia organized several events under the auspices of the United Nations Economic and Social Commission for Asia and the Pacific, including a session of the Committee of Senior Officials of the Intergovernmental Collaborative Mechanism on Energy Cooperation in North-East Asia. The countries participating in the Committee include Democratic People’s Republic of Korea, Mongolia, Republic of Korea and Russia, as well as Japan and China as associate members. ESI SB RAS was nominated by the Ministry of Energy of the Russian Federation to be a partner organization. The UN Economic and Social Commission for Asia and the Pacific (UNESCAP), located in Bangkok, Thailand, is one of 5 regional Commissions of the UN Economic and Social Council. The goal of the UNESCAP is to manage the process of globalization in the field of sustainable development, trade and human rights. On September 14-16, the Secretariat of the United Nations Economic and Social Commission for Asia and Pacific in collaboration with ESI SB RAS held the 2015 Expert Group Meeting (EGM) on Energy Integration for Sustainable Development in Asia and the Pacific. Participants of the meeting discussed current state and prospects for the energy development in APR as well as potential energy cooperation projects among the countries in the region. On September 17, the Secretariat of the UN Economic and Social Commission for Asia and the Pacific jointly with ESI SB RAS and Korea Energy Economics Institute organized a Round Table on Power trade and Grid Connectivity in North-East Asia. The participants in the meeting considered potential projects in the field of electric power cooperation in the region of North-East Asia (Democratic People’s Republic of Korea, Republic of Korea, Japan, Mongolia, China and Russia). On September 18-19, the 10th session of the Committee of Senior Officials of the Intergovernmental Collaborative Mechanism on Energy Cooperation in Northeast Asia was conducted. The Russian delegation at the session of the Committee was headed by A.V. Pankin, Director of the Department of the International Organizations at the Ministry of Foreign Affairs of Russia. The sessions of the Committee of Senior Officials are held annually on a rotating basis. During the session the Russian participants noted that Russia’s primary goal in the regional energy sector in the coming years is to provide fast and large-scale energy development in the eastern regions of Russia and enter the energy markets of Japan, China, Korea and other NEA countries, which should be considered as an important instrument for timely ensuring the appropriate positions of Russia in this strategically important region of the world. The results of the meeting were the coordination of collaborative actions of the countries in the subregion on the implementation of the outcomes of the first Asian and Pacific Energy Forum (Vladivostok, May 2013) as well as some agreements on the current activities within UNESCAP, including the preparation of a regional Trends Report on Energy for Sustainable Development in Asia and the Pacific in 2015. The Ministry of Foreign Affairs of Russia and the Secretariat of the UN Economic and Social Commission for Asia and Pacific expressed their gratitude to ESI SB RAS for the impeccable organization of the events held in Irkutsk.
