Dear colleagues!

I am glad to welcome you to the first International Conference "Regional Energy Policy of Asian Russia". 

This Conference is conceived as a forum for multilateral discussion. Participants will have the opportunity to present the recent results of their research, their ideas and prospective projects, to discuss possible joint research plans. The Conference is intended to bring together the members of scientific and academic community, and representatives of regional executive bodies involved in the development of energy sector and housing and communal services. 

Earlier, Russia had a historically established system of mutual information exchange and mechanisms for interaction between the government bodies, entities engaged in planning, sectoral and scientific research institutes, and academic community to develop and discuss the future areas for the regional energy development, to train personnel and raise their qualifications. With the beginning of reforms in the country, the system started changing and losing certain elements and connections. At present, research is often duplicated and inconsistent positions contradicting the interests of other regions are advocated. 

Main issues of the Conference are: price and tariff setting in the energy sector, energy saving and energy efficiency improvement, energy security of the regions, development of energy institutions, environmental problems in energy systems, conditions for fuel supply to consumers in remote territories, possibility of using renewable energy sources and local fuels. This goals and objectives will be discussed also in the format of the round table "Cooperation of scientific, design and educational institutions, and regional executive authorities in solvingthe energy development problems".

We are waiting for 46 people from Russia, China and Mongolia to take part in the Conference, including 13 young scientists. I am sure that the healing air of the pine forest, in which the Electra resort is located, and the powerful energy of the unique Lake Baikal will contribute to the fruitful work of the Conference.

Conference topics

The participants of the Conference will discuss methodological issues and results of studies on the regional energy development, possible joint research, and develop an agreed position for submission to the authorities.
The topics of the Conference cover the methodological, methodical and applied issues related to the priority areas of energy development in the country and its eastern regions. 

The goals of the Conference are:

- To discuss methodology, methods  and models for research, problems and prospects for the regional energy development;

- To provide  the exchange of views between representatives of scientific organizations and regional authorities;

- To identify the areas of cooperation between the scientific organizations in accordance with the topic of the Conference. 

The Conference will organize a section for young scientists.

Problematic issues:

- Regional energy security,

- Current and prospective regional energy balances,

- Modernization and development of regional energy infrastructure,

- Energy saving and increase in the energy efficiency,

- Problems of energy supply to remote territories,

- Fuel and energy price and tariff setting,

- Problems of fuel supply,

- Distributed generation,

- Use of renewable energy sources and local fuels. 

Key dates:

Acceptance of applications by March 15, 2018.

Acceptance of abstracts by April 10, 2018.

Notification of inclusion in the program by April 20, 2018.

Confirmation of participation by May 10, 2018.

Conference from 4 to 7 June, 2018. 

The registration fee of the Conference is 6000 rub. For representatives of universities – 3000 rub. For undergraduates, graduate students, young scientists (up to 35 years) –1000 rub. The registration fee includes transport services, rent of the Conference room  and equipment, handouts, welcome dinner, and  buffet lunch. 

Venue:  The Electra resort located in a pine forest on the banks of the Angara River, 20 km from the unique Lake Baikal and 43 km from Irkutsk. Accommodation is in single, double and triple rooms.

The room rates for the Conference participants are: 4600 rubles per person per day for a single room, 3500 rubles per person per day for a double room, and 3000 rubles per person per day for a triple room. Meals are included in the price.
