The department consists of:  

Research topics:

  • Scientific principles of the regional energy policy; 
  • Principles. methods and models for studying and choosing the rational lines of energy development in the country and regions; 
  • Methodological approaches, systems of models and databases for forecasting the regional energy demand;
  • State of energy markets in Northeast Asia (NEA) countries;
  • Forecasts, concepts and alternative scenarios of energy development in the country and regional energy development in Siberia and the Far East considering the energy cooperation with NEA countries;
  • Possibility and efficiency of using renewable energy sources for energy supply to consumers including areas of new development.

  • Methodology and system of models for studying energy development in the country and regions;
  • Methodological approach and system of models for forecasting the regional energy demand considering new investment projects;
  • Methodological approach and system of models for drawing up the regional energy balances with assessment of their efficiency;
  • Methodology and software for studying the coal industry development in the country and regions;
  • Methodological approach to substantiation of the efficient use of renewable energy sources for energy supply to decentralized consumers in the eastern regions of Russia.

Scientific and practical results:

  • Forecast of the state of energy markets in NEA countries and determination of the niche for Russian energy resources;
  • Forecast of energy demand in the eastern regions of Russia for a long-term horizon; 
  • Multi-factor studies on energy development in the country and the eastern regions considering energy cooperation with NEA countries;
  • Forecast of coal industry development in the country and the eastern regions for a long-term horizon;
  • Studies on the economic substantiation of efficient natural gas use by different categories of consumers in the eastern regions of Russia, creation of the database of natural gas demand, volumes of its production and estimation of possible schemes of gas supply to the energy markets of NEA countries; 
  • Studies on determining the scales of efficient use of renewable energy sources for energy supply to decentralized consumers in the eastern regions of Russia.

Department actively participated in large projects of federal, regional and international levels:

  • Energy strategy of Russia for the period up to 2030;
  • Energy strategy of Siberia and the Far East up to 2020-2030;
  • Strategy of socio-economic development of Siberia up to 2020 (Section “Energy sector”);
  • Strategy of socio-economic development of the Far East and the Baikal region up to 2025 (Section “Energy sector”);
  • Program of energy development in East Siberia and the Far East up to 2030, energy strategies and programs of the RF entities on their territory: Republics of Sakha (Yakutia) and Buryatiа, Khabarovsk territory, Irkutsk, Amur, Magadan and Sakhalin regions, Chukot autonomous district;
  • Russia-Japan project “Comprehensive plan of energy development in East Siberia and the Far East”; 
  • Russia-Japan project “Elaboration of plan for gasification of industrial centers in East Siberia and the Far East and master plan for creation of gas pipeline network”;
  • Russia-Japan project “Study on potential coal demand and supply in East Siberia and the Far East and its export”;
  • Russia-Japan-China-Korea project “Creation of gas pipeline system in Northeast Asia”; 
  • Russia-China-Korea-Mongolia studies in the framework of the Working Group on energy planning inside the UN Commission on socio-economic development of APR countries (ESCAP); 
  • Russia-Mongolia project on forecasting the strategic lines of energy cooperation between Russia and Mongolia in the first quarter of the 21st century considering the trends for energy cooperation in Northeast Asia.

Department has extensive partnership links with Russian research institutes, ministries, agencies, economic subjects and also with some foreign partners: UN Commission on socio-economic development of APR countries (ESCAP); Research center on energy problems in Asia and Asia-Pacific region (APERC, Tokyo); Northeast Asia gas pipeline forum (NAGPF); research institutions of Japan, Korea, China, Mongolia; Institute of Energy Economics Japan (IEEJ, Tokyo); Korea Energy Economics Institute (KEEI, Seoul); Economic Research Institute for Northeast Asia (ERINA, Niigata); Engineering company JOGMEC (Tokyo); Energy Institute of Mongolian University of Science and Technology (Ulan-Bator), etc.
