The effective solution of operation problems, adjustment and dispatching management of thermal networks can be obtained applying modern mathematical modeling methods, calculation and optimization. However, lack of reliable information about their actual parameters and characteristics substantially depreciates virtually all sets of these methods. The majority of thermal networks parameters and characteristics can be received by means of tests or on the basis of the identification problem solution. Depending on the required parameters, the tests of thermal networks, can be divided into hydraulic and thermal ones. Branch techniques for hydraulic and thermal tests conduct have a number of shortcomings. Besides, separately conducted hydraulic and thermal tests involve additional material, labor and time expenditures. The paper proposes the plan of joint optimum thermal-hydraulic tests with the purpose of simultaneous obtaining of both hydraulic and thermal characteristics. For thermal-hydraulic tests the authors suggest using the active identification methodology developed in Melentiev Energy Systems Institute of Siberian Branch of the Russian Academy of Sciences.
