The development of Russia's power industry is aimed at the establishment of smart grid and suggests wide application of new technologies, measurement devices, and advanced communications systems designed to radically alter data collection, processing and transfer; and the use of distributed computing technologies, and highly effective computers. Consequently, there can arise new threats to the electric power system security. These threats are first of all associated with cyber attacks on the data collection and processing system SCADA and Transient Conditions Monitoring System (TCMS)- Russian analog of WAMS). It is therefore particularly important to reveal potential cyber threats that can violate the process of power system control through manipulation and corruption of data coming from SCADA and TCMS. This paper considers a TCMS structure, reveals vulnerable 'points', and analyzes potential cyber attacks. Moreover, it proposes an approach to processing and verification of PMU data streams. The approach combines a wavelet analysis and a theory of random processes, and makes it possible to detect both systematic errors and bad data in measurements, and malicious noise disturbances caused by cyber attacks on TCMS. © 2018 IEEE.
