A powerful and rather dynamic fuel-and-energy complex has been created in the USSR. Its share in the world total production of fuel and energy resources amount to 1/5, and its growth rates for the past 15 years have exceeded the world average by 1,5 times. The peculiarity of current energy policy consists of reducing the share of oil in the total increase of energy resources consumption in the country, and sharp increases of the nuclear fuel share, the share of Siberian and Kazakhstan coal and low pressure natural gas from Tuemen gas fields. From the beginning of the 21st Century, planning envisions nuclear fuel being foremost in satisfying increased fuel consumption projections. The optimum share of nuclear fuel in the USSR fuel-and-energy balance increase can be attained provided there is extensive use of this fuel not only for electric power generation but also for heat supply. Program implementaton needs in research, design and manufacturing are discussed.
